Article Abstract:
The incorporation of the Arms Control and Disarmament Agency (ACDA) to the Dept of State is a serious blow to US security. The integration will take effect Apr 1, 1999. The ACDA was created under the term of Pres John F. Kennedy and was established as a separate agency to give the president a direct hand in the negotiation and implementation of arms control policies. Despite the chief role of the State department in matters of foreign policy, the ACDA safeguarded the primacy of national security over relations with foreign countries.

The NPT: a global success story
Article Abstract:
Representatives from 172 states will assemble in New York to decide upon the future duration of the nuclear Non-Proliferation Treaty. The outcome of this meeting will have long term effects for the United States and the world's security. It has been opined that, in the light of the success of the treaty in maintaining world peace for more than two decades, the only logical conclusion of the conference would be to extend the tenure of the treaty indefinitely. The relation between India and Pakistan is likely to be a dominant issue.

Why save the ACDA
Article Abstract:
Pres Bill Clinton's administration would benefit with a stronger Arms Control and Disarmament Agency (ACDA). The agency can be reinvigorated with the right leadership and by giving the agency an adequate role in policy-making. History has shown that the ACDAhas been successful in propagating the Non-Proliferation Treaty during the Johnson administration. However, ACDA deteriorated during the term of Pres George Bush because of variable stands among goverment officials regarding the need for arms control.
